The Economic Development Authority of Montgomery County, Virginia (Owner) is requesting Bids for
the construction of the following Project:
Falling Branch Phase II Pad 2 Pump Station, Invitation to Bid #26-08
Sealed Bids for the construction of the Project will be received at the Montgomery County Purchasing Department located at 755 Roanoke Street, Suite 2C, Christiansburg, VA 24073 until April 16, 2026 at 3:00 P.M. local time. At that time the Bids received will be publicly opened and read.
The Project includes the furnishing of all labor, materials, tools, transportation, equipment, supplies, and appurtenances necessary for the complete and satisfactory construction of the wastewater pump station and associated force main. The work shall include but is not limited to installation of the grinder pump station, force main, electrical, structural, piping, and related appurtenances as shown on the plans and as described in the technical specifications.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM-5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the CONTRACT DOCUMENTS may be obtained at the Issuing Office upon nonrefundable payment of $200 for each 22 x 34 set, $100 for each 11 x 17 set, or downloaded free of charge at https://handp.com/bid-info/.
Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor
Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held on March 31, 2026 at 10:00 A.M. at the Montgomery County Office, 755 Roanoke Street, Suite 2C, Christiansburg, VA 24073 in the Multipurpose Room 2 (MP2). Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to
Bidders.
The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of Virginia
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
BIDDER’S attention is invited to the requirements of Section 54.1 of the Code of Virginia pertaining to registration which specifies the following with regard to contractor licensure and registration by
definition:
“Class A contractors” perform or manage construction, removal, repair, or improvements when
(i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total
value of all such construction, removal, repair, or improvements undertaken by such person
within any 12-month period is $750,000 or more.
“Class B contractors” perform or manage construction, removal, repair, or improvements when
(i) the total value referred to in a single contract or project is $10,000 or more, but less than
$120,000, or (ii) the total value of all such const
