General Notice
Halifax County (Owner) is requesting Bids for the construction of the following Project:
VIR Water Interconnection Bids for the construction of the Project will be received at the Halifax County Offices located at 1050 Mary Bethune Street, Halifax, VA 24558, until January 7, 2026 at 2:00 P.M. local time. At that time the Bids received will be publicly opened and read.
In addition, sealed bids can be received electronically through eVA. Bids should be submitted as a PDF electronically through eVA’s procurement portal. This portal allows you to view business opportunities and submit bids and proposals digitally and securily. Bids can be submitted electronically at : http://eva.virginia.gov/. Attachments must be smaller than 10MB in order to be received by eVA. If Working papers are submitted, they should be in a separate PDF and labeled clearly. The Project includes the following Work:
Construction of approximately 33,270 feet of 8” and 10” waterline from Pittsylvania County to
the VIR Racetrack water system in Halifax County. The project includes the waterline, a
master meter vault, a PRV vault, two water crossings, and all related appurtenances.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive bid items as indicated in the Bid Form.

Blacksburg, Virginia 24060, Attn. Matthew Gross, mgross@handp.com, 540-552-5592. ProspectiveBidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM-5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office

Copies of the CONTRACT DOCUMENTS may be obtained at the Issuing Office upon nonrefundable payment of $200 for each 22 x 34 set, $100 for each 11 x 17 set, or downloaded free of charge at http://www.handp.com/bids-info.
Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than
the designated website. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held on December 11, 2025 at 11:00 A.M. at the 1050 Mary Bethune Street, Halifax, VA 24558. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to
Bidders.
The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of Virginia
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
BIDDER’S attention is invited to the requirements of Section 54.1 of the Code of Virginia pertaining to registration which specifies the following with regard to contractor licensure and registration by
definition:
“Class A contractors” perform or manage construction, removal, repair, or improvements when
(i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total
value of all such construction, removal, repair, or improvements undertaken by such per
