Robin Court Water System Improvements Sealed Bids for the construction of the referenced project will be received, by the Purchasing Department, at the office of the County Administration Building, 1 Center Street, Chatham, VA 24531, until 3 pm local time on July 8, 2025, at which time the Bids received will be publicly opened and read in the main conference room. Work
shall include, but shall not be limited to, construction of approximately 7,160 linear feet of 8” waterline, 1,290 linear feet of 6” waterline installation, new water meters setups and service lines, abandonment of old water mains, and related appurtenances.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is Hurt & Proffitt, Inc., 1861 Pratt Drive, Suite 1100, Blacksburg, Virginia 24060, Attn. Matt Gross (mgross@handp.com), 540-552-5592. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM-5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Copies of the CONTRACT DOCUMENTS may be obtained at the Issuing Office upon nonrefundable payment of $200 for each 22 x 34 set, $100 for each 11 x 17 set, or downloaded free of charge at http://www.handp.com/bid-info.
A pre-bid conference will be held at 11 am local time on June 18, 2025 at the County Administration Building at 1 Center Street, Chatham, VA 24531. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders. If bids are hand delivered or mailed, they must be delivered to Pittsylvania County, 1 Center Street, Chatham, VA 24531. It is the bidder’s responsibility to confirm that all bids are received by the County prop to the time stated above. Sealed bids should be returned in a
sealed envelope clearly marked. “Bid Response for Robin Court Waterline Improvements” and addressed to Connie Gibson.
The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature
whichever of the following notations is appropriate:
"Licensed Class A Virginia Contractor No. ."
"Licensed Class B Virginia Contractor No. .

Bidders are advised that the process of becoming an established vendor in eVA may take several days. If the Bidder encounters

Pittsylvania County will still accept paper responses, as well as requiring paper response for the electronic bids/proposals for review purposes.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
The procedure for withdrawal of bids shall be in accordance with procedure (i) of Section 2.2 - 4330 of the Code of
Virginia. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President’s Executive Order 13658 regarding minimum wages on federally funded construction contracts; the Civil Rights Act
of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
BIDDER’S attention is invited to the requirements of Section 54.1 of the Code of Virginia pertaining to registration which specifies the following with regard to contractor licensure and registration by definition:
“Class A contractors” perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12-month period is $750,000 or more.
