VIC THOMAS HATCHERY SITE IMPROVEMENTS Project Code:Â 403-13316-023Â Â
Sealed bids are invited for the construction activity at the Department of Wildlife Resources Vic Thomas Fish Hatchery â€" Staunton Bank Restoration, project code 403-13316-023, at Brookneal, VA. The project is generally described as stabilization of approximately 260 LF (base bid + add bid item). The work expected to constructed during summer months when the Staunton River flows are low. Site is located at 125 Radio Road, Brookneal, VA. Â
*Please note, proposal submission procedures have changed effective January 1, 2024. Proposals may NOT be hand delivered to the DWR Office.
• Sealed bids will be received electronically through eVA. The deadline for submitting bids is 1:00
P. M. sharp, as determined by the Bid Officer, on April 17, 2024. The bids will be opened publicly and read aloud beginning at 1:00 P.M., on April 18, 2024, at 7870 Villa Park Drive Henrico VA, 23228. Participants will need to check in at the front desk and will be escorted to the conference room where bides will be read out loud.
• Bids should be submitted as a PDF electronically through eVA’s procurement portal. This portal allows you access to view business opportunities and submit bids and proposals to DWR digitally and securely.
• Proposals must be submitted electronically at: https://eva.virginia.gov/.
• Attachments must be smaller than 10MB in order to be received by eVA.
• If Working papers are submitted, they should be a separate PDF and labeled clearly.

A Bid Bond and Contract Securities will be required regardless of bid amount.Â
eVA Vendor Registration: The bidder or offeror shall be a registered vendor in eVA. See the attached eVA Vendor Registration Requirements.Â
Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders and § 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all bids.Â
A non-mandatory pre-bid conference will be held on April 3, 2024, at 10 am. Location to be at the project site, 125 Radio Road, Brookneal, VA. Attendance shall be optional for those submitting a bid.Â
The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders. ‘Notice of Award’ or ‘Notice of Intent to Award’ will be posted on eVA, Virginia Department of General Services’ central electronic procurement website, at https://eva.virginia.gov. Â
Contractor registration is required in accordance with Section 54.1-1103 of the Code of Virginia. See the Invitation for Bids for additional qualification requirements.Â
All executive branch agencies are directed to advance Executive Order 35, dated July 3, 2019.Â
The Invitation for Bids for the above project, including the drawings and the specifications containing the information necessary for bidding, may be obtained from the office of Hurt & Proffitt, Inc., 2524 Langhorne Road, Lynchburg, VA 24501 (telephone 434-847-7796) upon non-refundable payment of $200.00 per set by check or money order. A complete set of documents for the Project may be downloaded free of charge from http://www.handp.com/. Include complete street mailing address with zip code, telephone and fax number with area code, and contractor’s license number, if applicable. No partial sets will be distributed. The contact person for the project with Hurt & Proffitt is Mike Wilson, PE. The Architect’s/Engineer’s office is the only point where contract information will be disseminated. Â
